Commencing January 1, 2020, Senate Bill 978 requires law enforcement agencies to "conspicuously post on their Internet Web sites" all "current standards, policies, practices, operating procedures, and education and training materials" that would otherwise be available to the public if a request was made pursuant to the California Public Records Act (PRA).

The Purpose of the Signal Hill Police Department Training Plan is to meet training requirements, enhance the level of law enforcement service to the public, increase the technical expertise and overall effectiveness of our personnel, and provide for continued professional development of department personnel.
The annual training plan is designed to be an evolving plan comprised of Peace Officer Standards and Training (P.O.S.T) requirements, Legislatively mandated training, department training, and training relevant to the needs of the Signal Hill Police Department and our community. The department will conduct an annual training plan assessment to keep the training relevant and appropriate to the needs of our employees and those of our community.
Throughout the year, the Training Plan is supplemented with departmental training. Training topics include policy reminders, current case law, new laws, and tactical debriefings.
