City of Signal Hill and Homelessness

Homelessness continues to grow in California: nationally, California has topped the list for the state with the largest homeless population for more than a decade. As of 2022, 30% of all people in the United States experiencing homelessness resided in California, including half of all unsheltered people (115,491 in California; 233,832 in the US).

In our ongoing effort to provide information to our community regarding homelessness, we have assembled a list of “frequently asked questions” regarding the issues at hand.

Los Angeles County Homeless Outreach Portal

A brand-new, county-wide online portal allows residents to easily submit requests for homeless outreach. The Los Angeles County Homeless Outreach Portal (LA-HOP) makes it easier and more efficient for the public to request help and have it dispatched to connect homeless persons with outreach workers. Please read the entire site before submitting a request. If you come across a family with minor children experiencing homelessness, have them call 211 and ask to be connected to the Coordinated Entry System for Families. If you are concerned about illegal activity, contact your local law enforcement agency. For medical and mental health emergencies, call 911. Visit http://www.la-hop.org to learn more.

The MSC provides the following services to individuals and families experiencing homelessness: outreach services, intake and assessment services, case management, as well as referrals to shelters and other social service programs.
