Why is the City Conducting an Opportunity Study Area Analysis?
The Opportunity Study Areas (OSAs) initiative is designed to drive future redevelopment and economic growth in key underutilized areas of Signal Hill. These areas primarily consist of older industrial properties, office buildings, vacant lots, and minimally developed parcels with expansive storage yards. Many of these sites face challenges such as outdated infrastructure, environmental remediation needs, or small lot sizes that may require consolidation for viable redevelopment.
Signal Hill is an ideal location for businesses seeking to invest in a community with strong growth potential. The City offers a central position near key transportation corridors, the Port of Long Beach and the Los Angeles International Airport, making it easily accessible to major markets and the greater Los Angeles area. With its proactive approach to revitalization and business-friendly environment, Signal Hill presents a unique opportunity for companies looking to expand or relocate.
By identifying OSAs, the City aims to create a long-term vision for revitalization, ensuring these properties do not remain stagnant for years to come. As the first step in the analysis, PlaceWorks prepared an economic study to assess current market demand. The next step will be to establish the appropriate land uses and development standards aimed at facilitating development. One consideration is to prepare overlay zones—a strategy that preserves existing land use while offering incentives for potential redevelopment. This approach allows property owners and developers the flexibility to explore new land use opportunities while maintaining alignment with the City Council’s broader economic and land use goals.
Signal Hill offers businesses the chance to be part of a thriving community that embraces innovation, growth, and sustainable development. Whether you're looking for larger manufacturing space, office buildings, or flexible properties, the OSAs present an exciting opportunity to join a forward-thinking city on the rise.
While not all parcels within an OSA will undergo immediate changes, analyzing them within a broader framework ensures a strategic, well-planned approach to revitalization. Below, we outline the key OSAs identified for future study and potential transformation, provide a copy of the recently completed Economic Study, and other related documents,
