Youth Art Contest


The 100th Anniversary Signal Hill Youth Art Contest (“Artwork Contest”) commences February 9, 2024 and ends Thursday, March 28, 2024. 

In order to enter this Artwork Contest, participants must agree to the Official Entry Rules herein (“Official Rules”). By entering this Artwork Contest, participants agree to abide by these Official Rules. Please note the Artwork contest is free to enter.

    The theme of the Artwork Contest is “A Moment In The Community” 

Age Competition Categories:

  • Age Group Category: 10 years and under
  • Age Group Category: 11 years to 13 years
  • Age Group: Adults – 14 years to 18 years

Possible Artwork Subjects:

  • Animal/Wildlife
  • Abstract
  • Landscape/Cityscape
  • Portrait/Figure
  • Still Life/Interior

How to Enter:

  • To enter the Artwork Contest you can submit photographs, scans, or image files of your 2D original artwork online. You can use the portal here
  • Entries must be submitted no later than Thursday, March 28, 2024. 
  • Contestants ages 17 and younger are required to obtain parent/legal guardian consent and complete the permission slip accessible here.
  • A confirmation email will be sent out 3-5 business days confirming receipt of application.


Medium Requirements:

  • Artwork must be two-dimensional, and may be created using painting (oil, watercolor, acrylic, etc.), drawing (pencil, colored pencil, charcoal, ink, markers, pastels, crayons etc.) and mixed media.
  • Addition of paper collage, fabric, yarn, etc. may be added to the primary drawing. However, it should not extend significantly beyond the paper surface and should not add weight to the art piece, making it impossible to display.

Dimension Requirements:

  • Art pieces must be between the following sizes: no smaller than 4inx8in; no larger than 12inx16in.
  • It is preferred (but not required) that art pieces are done either via a landscape or are square orientation as opposed to a portrait orientation.

Application Requirements:

  • All fields of the Signal Hill Youth Art Contest Application must be complete. 
  • A separate form must be filled-out for each piece of art submitted. 
  • You may enter a total of two (2) artwork pieces. 
  • Contestants ages 17 and younger must to obtain parent/legal guardian consent and must complete the permission slip accessible here. 
  • The City of Signal Hill staff have the sole right to refuse submissions based on quality of the image, failure to meet show requirements, poor quality, inappropriateness of content, and/or concerns regarding copyright infringement in the original work.
  • We reserve the right to disqualify artwork for any reason. For example:
    • Artwork displayed must be appropriate for patrons of all ages.
    • Would, when displayed, create a hostile work environment for public employees.
  • Artwork will be approved for display at the discretion of Signal Hill City Staff.

File Format

  • Digital images of the artwork should be taken at the highest resolution possible. 
  • Images should be submitted as a .JPEG, .JPG, .TIFF or .PNG format.

Judging / Criteria: 

  • Judging will be conducted by city staff and/or community members of Signal Hill. 
  • Decisions of the judges will be final. 
  • The following criteria will be used to evaluate all artwork submitted:
    • Overall impression of the art
    • Creativity
    • Visual impact
    • Expressiveness and mood
    • Representation of subject matter
    • Technical skill exhibited
    • Composition including
        • Use of light and shadow
        • Texture
        • Movement
        • Use of form and space
        • Balance
        • Line and shape


  • There will be a top artwork selected from each age category. 
  • In addition to the top three artworks selected, any pieces of art submitted may be eligible to place and be recognized/displayed based on the Artwork Contest criteria.
  • City staff will notify contest winners based on contact information submitted with artwork entry.
  • If you are selected to have your artwork displayed you will be contacted no later than Thursday, April 18, 2024

Artwork Recognition and Display

  • Select artwork will be featured on Saturday, April 27th at the Signal Hill Park in conjunction with the Centennial Celebration honoring Signal Hill’s 100th Anniversary. The winning artworks will be displayed for public viewing.
  • Select artworks may also be featured via various platforms including Signal Hill’s website, e-newsletter, social media pages, and/or City Views.
