The 100th Anniversary Signal Hill Community-Wide Photo Contest (“Photo Contest”) commences February 9, 2024 and ends Thursday, March 28, 2024.

By submitting an entry, each contestant agrees to the rules of the contest. Please note the contest is free to enter.

How to Enter:

  • To enter the Photo Contest you can submit your photos and applications through the online portal here.
  • Entries must be submitted no later than Thursday, March 28, 2024.
  • Contestants ages 17 and younger are required to obtain parent/legal guardian consent and must complete the permission slip accessible here.
  • A confirmation email will be sent out 3-5 business days confirming receipt of application.
  • All fields of the Signal Hill Community-Wide Photo Contest Application must be completed.
  • Complete a separate form for each photo submitted. All photographs must be accompanied by a completed entry form.


  • Photographs must have been taken of or related to the City of Signal Hill.
  • All photos must be original work, taken by the entrants. Art directing a photo someone else takes is a photo taken by that person, not you. No third party may own or control any materials the photo contains, and the photo must not infringe upon the trademark, copyright, moral rights, intellectual rights, or rights of privacy of any entity or person. Submitted photos may not contain water marks, logos, borders, frames, dates, signatures, or copyright images on the photographs.
  • We reserve the right to disqualify photos for any reason.
  • If people appear in the photo, the photographer shall obtain written consent from all individuals whose image or likeness appears in the photograph, and that they have obtained the necessary rights, licenses, consents, and permissions to use the photograph , in the submission. Artist further affirms that they are prepared to provide reliable documentation of any and all such consents, licenses, etc., upon request. Failure to obtain such rights, license consents, and permissions may result in the disqualification of the entry at the City’s sole and absolute discretion.

Image & File Regulations

  • Photos can be submitted with coloration treatments such as gray-scale, but the color version must be included as well.
  • Minor digital enhancement is acceptable. Borders, frames, special filters, text and signatures are not allowed.
  • No date stamp on image — turn it off before taking the picture.

File Format

  • Photographs can be digital or film, but work must be initially submitted as a digital image through the online Signal Hill Community-Wide Photo Contest Application.
  • High-quality scans of non-digital photographs are acceptable for the initial submission through the online Signal Hill Community-Wide Photo Contest Application. Original photo must be at least 5" x 7" size.
  • Digital photos submitted must be at their original size, *keep in mind photos saved from social media are significantly reduced in size and will not be high resolution*.
  • Digital photos should be taken at the highest resolution possible.
  • If you are taking photos using your phone make sure you turn off the motion feature.
  • Photographs should be submitted as a .JPEG, .JPG, .TIFF or .PNG format.
  • Taking photos using an Apple device (iPhone, iPad, etc.)? We recommend converting photos from the original file format (.HEIC) to a JPG.

Photo Recognition and Display: 

  • Select photos will be featured on Saturday, April 27th at the Signal Hill Park in conjunction with the Centennial Celebration honoring Signal Hill’s 100th Anniversary. The winning photos will be displayed for public viewing.
  • Select photos may also be featured via various platforms including Signal Hill’s website, e-newsletter, social media pages, and/or City Views.

Judging / Criteria: 

  • Judging will be conducted by city staff and/or community members of Signal Hill. 
  • The following criteria will be used to evaluate all photos submitted:
    • Impact
    • Creativity
    • Composition
    • Lighting
    • The story it tells
    • Technical quality
    • Use of color


  • There will be a top photo selected from each age category. 
  • In addition to the top three photos selected, any photos submitted may be eligible to place and be recognized/displayed based on the contest criteria.
  • City staff will notify contest winners based on contact information submitted with photo entry.
  • The photographers who have work selected will contacted no later than Thursday, April 18, 2024.
